EOR Partners — Terms of Service
Effective date: 16 September 2026
Version: 1.0
These terms govern your use of EOR Partners, available at eor.partners (the "Service"). The Service is provided by Orizon AS, a Norwegian limited company, organisation number 936 219 705, Bryggegata 24, 4514 Mandal, Norway ("Orizon", "we", "us").
By creating an account, accepting an invitation, or using the Service, you agree to these terms on behalf of the firm you represent. If you do not have authority to bind that firm, do not use the Service.
1. What the Service is
EOR Partners is a private, login-gated record of which countries employment providers — employer-of-record, payroll and immigration firms — operate in, and on what basis. Providers maintain their own coverage. The partners they choose to connect with read it.
The Service is not a marketplace, directory or introduction service. Nothing in the Service is visible to the public. A firm sees only the firms it has an accepted connection with. Discovery and contracting between firms happen outside the Service, and the Service does not participate in, broker, or take any position on any commercial relationship between firms.
The Service is currently in pilot. Features may change, be added or be withdrawn as we learn what is useful.
2. Who may use the Service
The Service is for business use by firms in the global employment industry and their staff. It is not for consumers or for anyone under 18.
Each account belongs to a firm. A firm is claimed by proving control of its email domain. By claiming a firm you confirm you are authorised to represent it.
Each person using the Service has an individual login. Logins are personal and must not be shared. You are responsible for everything done under your login and for keeping your credentials secure. Tell us at once at the address in section 15 if you believe a login has been compromised.
A firm's owners may invite colleagues and assign them a role. Owners are responsible for who they admit and for removing people who leave. Everything a member of your firm does in the Service is attributed to your firm.
3. Your data
You own what you enter. Coverage, rankings, notes, pricing and firm details you record are yours. You grant us a limited licence to store, process and display that data solely to operate the Service for you and for the firms you choose to connect with.
You decide who sees it. The Service shows your data to other firms only according to its visibility rules, which are part of these terms:
- Your coverage is visible to firms you have an accepted connection with, and to no one else.
- Your connections — who you work with — are never shown to any third firm.
- Pricing you record is visible only to the two firms in that specific connection.
- The price you charge your own clients, and anything that would reveal your margin, is visible only to your firm.
- Your rankings and notes about other firms are private to your firm. A firm is never told whether or where it has been ranked.
- Firms you have not connected with see your name, logo and one-line description, and nothing else.
We will not change these rules to expose more of your data without your prior consent.
Records about firms not yet on the Service. You may record a provider that has not joined, together with your own notes on its coverage and pricing. Those notes are private to you and are clearly marked as unconfirmed. When that provider claims its profile, your notes are shown to it only if you invited it or it accepts your connection request, and only so that it can confirm or correct them. Your record of the prices you charge your own clients is never shown to the provider under any circumstances.
You are responsible for accuracy. The Service records what firms say about themselves and about each other. We do not verify coverage, legal status, licensing, pricing or anything else entered by any firm. Do not rely on data in the Service as a substitute for your own due diligence or contractual terms.
Do not enter personal data in free-text fields. Notes and descriptions are for business information. Names, contact details and other personal data about individuals do not belong there.
4. Confidentiality
Data you see about another firm through a connection is that firm's confidential information. You may use it only to evaluate, manage and operate your partnership with that firm. You may not:
- share it with anyone outside your firm, other than professional advisers bound by confidentiality;
- use it to compete with the firm that disclosed it;
- extract, scrape, compile or export it beyond what the Service itself provides for your ordinary use;
- attempt to infer, by any means, information the visibility rules withhold from you.
These obligations continue after a connection ends and after you stop using the Service.
5. Acceptable use
You will not:
- claim a firm you do not represent, or invite anyone who does not work for your firm;
- enter data you know to be false or misleading;
- probe, test or circumvent the Service's access controls;
- interfere with the Service's operation or place unreasonable load on it;
- use the Service to build a competing product, or to train any automated system on data belonging to other firms;
- use the Service in breach of any law.
We may suspend or remove access, without notice where necessary, to protect other firms or the Service.
6. Fees
The Service is currently free of charge.
We may introduce fees in future. If we do, we will give at least 30 days' written notice to the email address of each firm's owners. You may close your account at any time before the fees take effect and nothing will be owed. Continued use after the effective date constitutes acceptance of the fees.
7. Availability and changes
We aim to keep the Service available and will tell you about planned downtime where practical, but we give no availability commitment during the pilot.
We may change, add or withdraw features at any time. Where a change materially reduces what the Service does, we will tell you in advance where practical.
8. Intellectual property
The Service — its software, design and content other than your data — belongs to Orizon or its licensors. These terms give you no rights in it beyond using it as intended.
If you give us feedback or suggestions, we may use them without obligation to you.
9. Third-party services
The Service runs on third-party infrastructure — hosting, database and email delivery. We choose providers with appropriate security and contractual protections, and list them in our Privacy Policy. We are not responsible for outages or failures of those providers beyond what section 11 provides.
10. Disclaimers
The Service is provided as is. To the extent permitted by law, we exclude all warranties, express or implied, including fitness for a particular purpose and accuracy of data entered by any firm.
In particular, we make no representation that any firm has the coverage, entities, licences or capacity it records, or that any price recorded is one that firm will honour. Every commercial decision remains yours.
11. Liability
Nothing in these terms limits liability for death or personal injury, for fraud, or for gross negligence or wilful misconduct, or any other liability that cannot lawfully be limited.
Subject to that, neither party is liable to the other for indirect or consequential loss, loss of profit, loss of business, or loss of or damage to data — however arising.
Subject to that, our total aggregate liability to your firm arising out of or in connection with the Service in any twelve-month period is limited to the greater of (a) the fees your firm paid us in that period and (b) NOK 10,000.
You will indemnify us against claims by third parties arising from your firm's breach of sections 3, 4 or 5.
12. Term and termination
These terms apply from the moment you first use the Service until your firm's account is closed.
You may close your account at any time from within the Service or by writing to us. We may close an account on 30 days' notice for any reason, or immediately for a serious breach of these terms.
On closure:
- your firm's members lose access;
- your connections end, and your coverage and pricing stop being visible to former partners;
- your firm's data is deleted within 30 days, except where we must keep it by law or for the resolution of disputes;
- any notes other firms hold about your firm remain theirs, revert to unconfirmed, and are treated as their own private records.
Sections 3 (as to visibility rules already relied on), 4, 8, 10, 11, 13 and 14 survive termination.
13. Changes to these terms
We may update these terms. For material changes we will give at least 30 days' notice by email to each firm's owners and by notice in the Service. If you do not accept a change, close your account before it takes effect. Continued use afterwards is acceptance.
14. Governing law and disputes
These terms are governed by the laws of Norway. The parties will first try in good faith to resolve any dispute by discussion between senior representatives. Failing that, the courts of Norway have exclusive jurisdiction, with Agder District Court (Agder tingrett) as agreed legal venue.
